Welcome
Recognizing that Pinal County is one of the fastest
growing Counties
in America, the Board of Supervisors felt the time was
right to determine what it would take to be a distinctive,
livable, and competitive County.
Last Fall, Morrison Institute for Public Policy at Arizona
State University was retained to conduct research to
determine the possible future for County residents to
consider. The research is thought-provoking and will
assist in developing a County-wide vision to manage
growth and preserve the area’s quality of life.
To take the visioning effort forward, Partners for Strategic
Action, Inc. (PSA), was hired this past Spring. PSA
will be working closely with residents, stakeholders,
landowners, and elected/appointed officials to develop
the Pinal County Comprehensive Plan Update—a roadmap
for the future of Pinal.

What is the Pinal County
Comprehensive Plan Update?
The Pinal County Comprehensive Plan is a statement of
policy and an expression of the county’s vision. The Pinal
County Comprehensive Plan Update will amend the current
plan developed in 2001.
When completed, the plan will be a tool to help guide
and shape the county’s future growth. The intent of the
Comprehensive Plan is to achieve a sustainable future
for Pinal County. The Comprehensive Plan will include:

vision statement that will guide decision-making;
A plan for managing anticipated growth and
development including all modes of transportation;
Strategies to create employment centers so residents
can live and work in close proximity;
Goals and policies related to economic development,
housing, infrastructure, and environment;
An implementation plan to realize the vision. |

What
is the Project Schedule?
The Pinal County Comprehensive Plan is a twelve-task,
fifteen-month project:
Task 1: Project Initiation
To carefully evaluate and program the necessary sequence
of work tasks to prepare an easy-to-use, realistic Comprehensive
Plan Update.
Task
2: Framing Pinal County Comprehensive Plan Issues
To create a bridge between the Morrison Institute research
“The Future at Pinal: Making Choices, Making Places” and
the Comprehensive Plan effort.
Task
3: Pinal County Comprehensive Plan Compendium
Building on the research compiled by the Morrison Institute
and recently completed county studies, update and analyze
the existing regional and local social, environmental,
physical and economic characteristics that impact the
county planning area and compile them in the Pinal County
Comprehensive Plan Compendium.
Task
4: Setting the Vision
To initiate the public outreach process using the “Making
Choices, Making Places” document created by the Morrison
Institute to dialogue about Pinal County’s future in an
effort to create a “Shared Vision” for Pinal County.
Task
5: Policy Framework
To establish the Pinal County Comprehensive Plan’s policy
framework.
Task
6: Alternatives Development and Analysis
To prepare Pinal County Plan alternatives based on projected
demographic and economic growth to ensure a sustainable
development pattern.
Task
7: Preferred Plan Alternative
To refine the preferred plan alternative based upon the
analysis completed and input received.
Task
8: Draft Comprehensive Plan (60-Day Review Draft)
To develop the elements of the Pinal County Comprehensive
Plan document.
Task 9: Agency Review
To send the draft plan to agencies for review in accordance
with state law.
Task
10: Implementation Plan
To outline strategic implementation action steps that
help to ensure that the Comprehensive Plan will be implemented
on a day-to-day basis, as well as over the long-term.
Task
11: Public Hearing Comprehensive Plan
To prepare the Public Hearing Comprehensive Plan text
and maps for recommendation by the Commission and approval
by the Pinal County Board of Supervisors.
Task
12: Produce Final Pinal County Comprehensive Plan
Prepare the Final Pinal County Comprehensive Plan for
Printing and Distribution.

Project
Groups identified!
A strong working group structure is critical to the
success of a Comprehensive Plan. The Pinal County Comprehensive
Plan program identifies three standing committees and
two task forces with specific responsibilities:

Comprehensive
Plan Advisory Group (CPAG) - The
CPAG is composed of representatives from each
of the county planning areas and special interests
(e.g. business, agriculture, developers) and serves
as the project steering committee. The CPAG will
meet regularly.
Technical
Advisory Group (TAG) – The TAG is composed
of agency representatives (e.g., Arizona State
Lands Department, Arizona Department of Transportation,
Central Arizona Association of Governments, Bureau
of Land Management), and utilities that meet at
key project milestones.
Regional Planning Team (RPT)
– The RPT is composed of the municipal planning
directors within Pinal County or their representatives,
for the purpose of coordinating development planning
that will occur during the Comprehensive Plan
process.
Topic Specific Task Forces –
The Economic Development Task Force and the Transportation
Task Force consist of individuals representing
groups and agencies focused on the particular
topic (e.g., various economic development organizations
and Chambers of Commerce would be represented
on the Economic Development Task Force).

Looking
for our youth!
The Pinal Comprehensive Plan Update process would not
be complete without the input from our most valuable resource:
our youth!
While we encourage our young adults to participate in
any project activity, several youth-only events have been
identified. We’ve even set up a Facebook page to talk
about issues in Pinal County. If you are, or know of,
a young Pinal County resident who would like to get involved
in the process or want to join the Facebook group, please

Participate!
The first series of public events that will be held over
the next
12-months are scheduled for July 2007. Nine Road Shows
will be conducted around Pinal County to discuss future
growth and development of the county.
People are invited to participate in one or more of the
Road Shows. The information presented will be the same
at each event, but due to the dynamics of the various
locations and participants, the dialogue will vary.
The Consulting Team will present Pinal County “Realities
and Opportunities” and facilitate a dialogue about resident’s
visions and ideas. Please participate in one or more of
